Website Improvements

At the risk of emailing you too often, we thought it was important enough to inform our owners that we have made some important improvements to our public website.

First, we have gathered our organizing and governing documents and placed them in a new page called Documents. It is one of the main tabs you see at the top of each page. One of those documents is our Policies & Procedures. The Board continues to modify this document to meet the needs of the Association and to conform it to current practice. The Board recently approved a change in the fee structure for non-complying owners and guests. We encourage all owners to review this document, especially Appendix D where the recent modifications were made. A link to this document is provided below.

Second, now that the process of getting logged in to the private site is smoother, we have removed the financial information that was temporarily posted on the public site. That information is all available on the private site. If you have trouble logging in to the private site, please contact us.

Third, we have added some current weather data for Timberlakes to the site. This is just for fun but we thought it might be of interest to some of you.

One thing we have noticed since we replaced our website platform in July is that some email providers are more aggressively blocking the email we send to our subscribed users as spam. If our board email alerts are blocked by your ISP, we can usually work with some of the owners using that ISP to get ourselves unblocked. Annual Meeting Summary 2013

Dear Timberlakes Owners:

In advance of the official meeting minutes, I want to provide you with an unofficial, brief summary of our Annual Meeting.

We held the Annual Meeting of the Timberlakes Property Owners Association on Saturday, July 13, 2013. There were approximately 120 property owners present. Owners elected three directors to fill the open three-year terms. Gordon Huetter was re-elected to the Board and Dave Gagnon and Jeff Meierhofer were elected to board.

The Board reviewed the annual operating budget, which was approved in a previous meeting. The budget covers the fiscal year, which began on July 1, 2013 and ends on June 30, 2014.

Officials from our management firm, Horizon HOA, reported on their efforts and introduced our new website.

Following the public meeting, the Board of Directors met, elected officers and made assignments for the fiscal year (July 2013 through June 2014). The results:

President’s Update

To: Timberlakes Property Owners

We are pleased to announce that on Friday, April 12, 2013, the Board brought to a close the issues related to the closing of Blue Spruce from Cottonwood up to Green Briar.  The Association has purchased lot 5 in plat 22.  This allows us to meet the requirements set by Wasatch County to obtain a release from the “Stop Work” order the County placed on Blue Spruce on Sept 28, 2009. The County required us to obtain a release from the lot 5 owners and the only viable option those owners gave us was to purchase the lot.

The Association has hired Epic Engineering to head up the construction project on Blue Spruce, which includes the section between Cottonwood and Green Briar, including Cut Off Road (sometimes referred to as Short Cut Road).

The Board hopes to obtain the release from the County this month and then Epic can place the project out to bid. We estimate the bid process will take 4-6 weeks to complete. At the conclusion of the bidding, we will review and award the bid as soon as possible. If we do not run into any additional complications the project will be completed this summer.

To summarize the project, we will complete the dirt fill on some sections of the road, grading and compacting the finished surface. This section of Blue Spruce, for now, will be surfaced with gravel, as will Cut Off Road,.

The Board continues to work on issues related to lower Blue Spruce road (near the beaver ponds) as we are still debating who owns the rights to the road (see my previous posting).

Board Vacancies

Dear Timberlakes Property Owners:

On Wednesday this week I received the resignation of Rex Gale as a member of our Board of Directors. He and his family are opening up two new BBQ restaurants in two different states. Rex informed me that he does not have the time to focus on his business and adequately do his duty as a member of the Board. Rex has been serving as our Treasurer and we will miss him. We all wish him the best in his new adventure and much success.

Also, Mike Durr just notified me today that he will be moving to Wyoming and will be leaving the Board. Mike has been responsible for our Government Relations, State Fire Liaison and Common Areas. He has served on the Board for several years and has contributed much to the quality of life on the mountain. Mike has worked tirelessly to address many issues on behalf of property owners and we will miss him.

When openings occur between elections, the Board is tasked with the responsibility of appointing a property owner to complete the unexpired term of the resigning Board member. Therefore, your Board is looking for two owners to fill these two vacant positions. Both of these terms expire in July 2014. Ideally, we would like someone that has had experience in the areas that have been vacated.  On the other hand, we will consider any owner willing to donate their time to attend the meetings and help direct what would be their area of responsibility.

Annual Meeting Summary – 2012

In advance of the official meeting minutes, here is a brief draft summary of our annual meeting.

We held the Annual Meeting of the Timberlakes Property Owners Association on Saturday, July 14, 2012. There were approximately 100 property owners present. Owners elected three directors to fill the open three-year terms. Craig Allen and Gary Hume were re-elected to the Board and Cliff Lackman was elected to the remaining three-year term. Cliff lives on the mountain and we welcome him to the board.

The Board reviewed the annual operating budget, which was approved in a previous meeting. The budget covers the fiscal year, which began on July 1, 2012 and ends on June 30, 2013. There was a discussion about capital improvements and the pros and cons of funding a reserve for such improvements. The owners voted NOT TO APPROVE formally funding the capital expenditures reserve. This means that the board will set aside funds for capital expenditures but there will be no legally binding requirement that those funds can only be spent on the specified items in the capital reserve budget. They can be used for whatever purpose the board deems appropriate.

In addition to the financial discussions, representatives of the Wasatch County Fire District made a presentation about fire danger and reminded owners to be extra careful.

The First Responders invited owners to join their group and become trained in providing assistance in medical emergencies.

Assessment for 2012

NOTICE: At the regular monthly meeting on November 9th, 2011, the Board of the Timberlakes Property Owners Association approved by a vote of 4 to 3,  an increase in the annual assessment for 2012. The assessment will be $650.00, an increase of approximately 6% over the 2011 level. This increase was approved to help cover costs associated with the Blue Spruce Project and the likely construction of a new fire exit road into the national forest area from the upper mountain. The fire exit road will vastly improve safety for the entire community and will cost approximately $187,000.00.

Our new recycling shed is now fully operational. We encourage all Timebr Lakes owners to participate in our commumity effort to recycle our trash.

All West Disruption Tonight

There will no telephone, internet or television service from All West Communications to Timberlakes tonight (September 13, 2001), beginning at approximately 11:00 pm.

All West has advised us that they need to perform some repairs on their fiber optic line between Woodland and Timberlakes. These repairs require them to shut down their services to Timberlakes tonight. They will shut down telephone, internet and television services at approximately 11:00 pm. They anticipate restoring services by approximately 3:00 am tomorrow morning.

If you have questions, or problems after service is restored, you can contact All West at 866.255.9378 or 611 (if you are calling within Timberlakes).

New Board Members

At our annual meeting this morning, owners re-elected Mike Durr to the Board and elected Theresa Gubler & Rex Gale to new three-year terms. Congratulations to these Board Members.

For your information, approximately 70% of the owners who responded are in favor of allowing lot combinations and charging some kind of fee for the combination.

Thanks to everyone who voted by proxy or in person. Thanks to the approximately 130 owners who make the time to attend the annual meeting. Thanks to our Timberlakes employees who helped make the meeting happen: Martha and Belinda.

Annual Meeting

We are holding our Annual Meeting this Saturday, July 9, from 10:00 am until noon at the Wasatch County Senior Center located at 465 East 1200 South in Heber City, USA. We invite all Timberlakes owners to attend and participate.

As a reminder, please be careful in Timberlakes. Several black bears are roaming around the development and are coming up onto porches and decks. Bears can be very dangerous. Please report all bear sightings to security as soon as possible. If you have not read our recent bear alert, please do so now.

Bear Sightings

With the snow melted and the warmer weather, we have had several bear sightings reported in the last week.  Bears have been seen on Aspen, Greenbriar, Columbine, Eagle and Fawn. In at least one instance, two bears were pawing at the front door of a cabin. These are black bears and they can be dangerous. Please be careful and use some common sense. Do not store food or trash outside your cabin. Keep your grill cleaned and stored securely. Do not let children run around unsupervised. You cannot generally outrun or outclimb a black bear. Consider obtaining and learning how to use bear spray. Report bear sightings to Security at 435.785.8764.

Board Change

On behalf of the Board of Directors, I am announcing a change in our membership. Ole Smith has resigned from the Board, due to a change in responsibilities at his employment. Ole has served on the Board for more than three years and was instrumental in overseeing the building of our vehicle storage building. Ole’s expertise and connections saved the Association thousands of dollars. He put in a lot of time and effort and we wish him well with his new responsibilities.

Our governing documents require that the Board appoint an owner to complete the unexpired term of someone who resigns from the Board. Accordingly, after careful deliberation, the Board has appointed Gordon Huetter to complete Ole’s term, which ends in July 2013.

Gordon is a long-time property owner who has attended most of the board meetings for many years. He also serves as a director on an HOA board in Moab and has valuable experience pertaining to many of our current issues.

We welcome Gordon to the Board and look forward to working with him.

April Board Meeting

Our regular meeting of the Board of Directors of the Timberlakes Property Owners Association will be held at 7:00 p.m. on Wednesday, April 13 , 2011, at the Wasatch County Senior Citizen’s Center, located at 465 East 1200 South in Heber City, USA. Owners are welcome to attend and encouraged to participate.

We apologize for the problems with scheduling a meeting in the Salt Lake Valley. This is not intentional. We have had our meeting room scheduled out from under us and have only recently learned that the Whitmore Library has changed their scheduling rules without notifying us. We checked all the other libraries in the Salt Lake Valley and none are available for the April Meeting. We are attempting to rectify this, but in the mean time, we have to hold the April Meeting in Heber City.
